Most MENA countries are net energy importers once you separate hydrocarbon exporters from the rest. The Index quantifies that argument country by country, indicator by indicator, year by year. Renewables are a sovereignty play first, a climate play second.

v1 release   2024 figures researched from Ember, IRENA, IEA, Jordan MoE, MEES, GCCIA, and listed publishers. Intermediate years 2015 to 2023 are interpolated where direct figures were not available. Grid reliability (SAIDI) series are directional estimates rather than sourced figures. Methodology pending external reviewer signoff.

Methodology

Six indicators of energy security

Each indicator normalizes to a 0 to 100 score where 100 is the best security outcome. Equal weights in v1. Ceilings anchor to MENA-relevant aspirations rather than global best in class, so the region is not made to look uniformly weak.
